General Appearance: Li-en has long, silky, black hair. She wears a light blue vest and under it a black top. She is also wearing a light blue pair of long ninja pants. She also has a pouch belt around her waist. Inside that belt contains her blade fans, herbs, and ninja stars.

Her ninja belt is on her forehead. She wears black gloves, the only thing her parents left her with. Li-en wears black sandles. They were made for tree bark and an anciet metal. Her socks are white made out of silk and wool.

Overall Personality:
Li-en is a sleeper, but that doesn't mean she lazy. She sleeps because when she does she stores her power for an ultimate attack. Li-en is a person that likes to do things by herself. She never wants help from others. She can be a very indepent person.

Li-en can also be a little aggressive at times when she gets something wrong. Li-en can also be a sneaky person. Since she is a ninja and all, of course she's sneaky, but that not the only reason why.

Li-en is a ninja that likes to sneak up on people to figure there specialities. This is one of the reasons why she sleeps at random times. She sleeps to get to know them, to see what they'll do next. Li-en also is a little battle hungry. If she wants to see if anyone js an enemy she'll fight them and find their fighting style and weak point.

Family:She has no family.Her family abandon her after the spirit tiger was destroying her village.
History:
[spoiler]When the spirit tiger(Tiger spirit is a white glowing tiger and is like the same creature as the nine tails fox excepted its not a nine tail beast.) came and attacked the Village of the High Trees, Li-en's parents left her to die.Little did they know she live and the same tiger trained her and treated her like his own (the tiger thought it was a it's cub). She fought through a lot of hard work to get to the nearest village school.The tiger was soon killed, by a traveling ninja and Li-en trained harder so she can avenge her friend's death. She had tracked the ninja all the way to the Village Hidden in the waterfall and has live their ever since.

As a little girl the tiger taught her the way of the tiger. She learned to sneak on people to find if they were the enemy or friend. Li-en was taught how to climb and culture. Even when the tiger was trying to destory her city the tiger was only looking for someone to learn it ways. When he found Li-en it was a gift and a curse.

When the the tiger died, it went into Li-en body.Every night Li-en turn into the beast going into a rampage aand destory towns after town. She never knew what happen to her. The mystery is still their for it's only at night her full power wakens. spoiler]

there we go i helped by editing some of it ^.^ i moved the thing you had in traits to her personality (Which still needs 2 paragraphs) her appearance needs 2 paragraphs, and you need 3 paragraphs in her history

it can be like it but it cant be the same as the ninetails fox x3 the ninetails fox is one of the tailed beast monsters, but it can be a like creature

Alright, well Li-en looks like she has the potential to be a great character, however before she can be accepted there are a few details I would like to go over.
Under general appearence you need to have two paragraphs each roughly 150 words.

What does your character look like? Is he/she ugly, handsome, muscular, thin, fat, ect. There are limitless variations you could choose. A picture is acceptable, but regardless there needs to be two paragraphs detailing a little more about their appearance.
Requirement: +2 Paragraphs [150 words each]

I personally use one paragraph to describe the character's physical traits and one to describe what they wear.
You also left out the Height, Weight, Eye Color, Hair Color & Style section.
So for your personality section you need at least two paragraphs (check, this is done ^_^ ) but again these paragraphs need to be roughly 150 words each.

How does your character act? Is he/she friendly, cold-hearted, two-faced, optimistic, ect. Describe your fighting style too. This needs to be at least two paragraphs. You do not need to have a full specific fighting style written. Just give us a general idea of how your character would react in a fight and how he/she would respond to attacks.

Personally I use the first to describe their personality (what are they like when happy, sad, do they get excited easily, what are other's general opinions on them? ect.) then I'll use the second paragraph to briefly describe their fighting style (Do they use taijutsu a lot, do they work best alone, in pairs, or large groups ect.)
I also noticed that you didn't add any SCs. If you would like you can have your character have three as a genin. You can find out more info and a list here.
You have the three paragraphs needed for the genin history, however the last two don't really have enough words. Beef it up a bit. Go into more details, perhaps even give specific memories (That's a good way to buff up your word count) ^_^
